Sometimes takes two attempts to start

I'm having an issue with 1999 Dodge Ram 1500 5.9L. Within the last two weeks, I have had intermittent problems with the truck not starting. Sometimes, it starts up like a champ, no problems. Other times, I turn the key, I hear a click, and it sounds like it begins to crank, but stops short. Then nothing. I turn the key all the way off and then on to start again, and it starts without problem. Only once has it clicked multiple times like the battery was dead, but the battery is good and the lights never fade.

There is no extended crank needed, it starts right away when it cranks. The battery was just replaced and the alternator was tested as good at that time. The electricity is strong in the cabin, everything lights up, and it doesn't dim (noticeably) when I try to start.

There are definite electrical issues with the truck. Sometimes, when the starting issue presents, the seatbelt locks up and I can't pull the belt out any more without turning off the truck. This has only happened a couple of times, though. [Unrelated, I need to replace the headlight switch (I hope) because, often, if I turn on highbeams, the headlights go out and I have to keep flicking the highbeams to get the lowbeams to come back on.]

I hope it's not a starter issue because the starter bolts are rusted in place and are difficult to reach. However, I don't know much about electricity and need help diagnosing shorts.

Any thoughts?
