Default tail lights not working

Searched but didnt find anything, I will continue searching on here incase I missed something.

Ok, so heres the story.... I bought a 2002 Ram 1500 with 4.7L motor from a buddy, he actually kinda dumped it on me. I said I would like it but was not ready to buy it and he just dumped it at my shop. It has sat for 3 years. Just got it on the road and like any vehicle that sits, its got little issues popping up. Tail lights are not working. Checked all fuses, put a test light to the relay socket and that appears to be working. My mechanic friend was reading the wiring diagram and we tested to the best of our understanding and right now its pointing at the gauge cluster or the body control module? which both receive signals from the headlight switch. Another thing I found odd was fuse #17? was not plugged in. I swapped it with #7? which is power seats, this truck does not have power seats. Not sure why that was like that but still did not correct the issue. Installing that fuse did put power to the relay that controls the lights.

What am I missing?

Is it all the tail lights (Brake, Signal and Park lights)? and both sides?

If you have the legend for the fuses, trust/use that. There are a few differences that don't always make it to the service manual, and may be in an addendum I don't have.....but based on the wiring diagram I have -

Fuse 17 (15A) should be the fuel pump.
Fuse 15 (50A) should power the park lights through a relay.
Fuse 7 (50A) is for the power seats....whether or not they exist.

The turn signals/brake lights are directly connected to the FCM (Front Control Module), which under the front of the IPM (AKA Fuse Box).

all the lights work except the tail/park lights. turn signals, brake, flashers, reverse, cargo light.... they all work. Could it be the relay?

I could be the relay....
The relay position is marked inside the lid of the IPM cover. Listen to it while you have someone turn the lights on and off. You should hear it click. If it clicks, it's probably OK. The relay can be swapped with another one that looks the same for testing purposes.

Default lights

From what you say it points strongly at a fuse,,,,but if it sat for 3 years as you said that points at a wire chewing squirrel. I would disconnect the battery and start checking for continuity from the relay contacts to the tail light sockets. You did check the bulbs????correct bulbs,,,correct insertion,,,,good bulbs etc.

its at the dealer, so far its looking like it could be the TIPM (Totally Integrated Power Module)
