Default Bottom shock bolt!!!!!!!!!!!

I am in the process of trying to change front struts on my 07 4x4 slt bighorn hemi quad cab.
Everything was going great until I tried to remove the bottom shock bolt. The nut came off fairly easily. But the bolt! Wont even move. Tried tapping on it with a small hammer, beating on it with a bigger hammer, even a sledge hammer. And nothing. Bounces in the rubber bushing. Tried a large c clamp to press it out. Might have moved an 1/8 ".
I could get the bolt to turn. And I did try different positions on the shock. Meaning, different levels of support, from a jack stand supporting the outer a arm(shock up tight) to a jack in the middle of the frame(letting the shock fully relax). Thinking it might be in a bind, or have stress on it.
I feel like the bolt has rusted to the metal sleeve inside the rubber bushing and just wont budge.
Hope there is a trick or a tool to "press" the bolt out. I am getting close to letting a repair shop tackle this!
Thanks for any advice.

You may wind up having to cut off the bolt head. If you do, get a new bolt from the dealer and give it a coat of anti-seize before reassembly.

Shoot it with penetrating oil and let it soak overnight. Then try rocking it back and forth.

You can try some penetrating oil , but if that don't work cut it off and install a new bolt with anti seize as already spoken .
