High-beams and fog lights at the same time is illegal in Germany, so probably not a European feature.

You could always buy some Hellas or PIAAs or KCs and mount them behind your grill. Really easy from what some members on here have said. Plus you would probably get a lot more light from them than you would your fogs. If you hooked them up right you could turn them on whenever you wanted; by themselves, high beams, low beams with or without fogs. Just my $.02.
