I haven't heard of that, but I also haven't looked at doing it. I can't imagine why it wouldn't be allowed for taillights, they'd still be red when they light up. The government probably needed something else to make money off of.
This is a reason why I'm not sure about tinting my front windows, I'd like them to match the rear ones, but I don't want to get ticketed for it if I get stationed somewhere its not allowed.
The front windows can be %25. They will look like mine and will help the AC cool the truck in the summer. Unless you spring for ceramic tint all around it won't do much for the interior temp if parked in the sun.

You cannot put anything over (outside) the headlights nor tail lights do to the DOT. I had my Maxima with tinted tails and it failed inspection. Some will pass you but this guy was an a$$. It passed the year before there. He was a new guy.
The rule is reflective from the rear, they put them in the tail lights, so if you black them out you loose the reflectivity! you can do it and then put some of those reflective stickers on your bumper and on the lower rear quarters of your truck
