Sorry I am so late, I have been busy studying. I think your problem is with the PCM, if you check out a LKQ you can pull one for oh I think 40 bucks, you can get the PCM out of the Dodge Ram van if they don't have any pickups, just make sure the van you pull from has the same engine and same year and that's all. I don't think the issue is transmission related, it is obviously electrical and I would bet good money that either the PCM is the fault of some wiring short, if it is a wiring short it most likely killed the PCM, the tach signal comes from the PCM and well if your tach is reading 4500RPM and this is assuming the tach is good then the PCM is screwed up.
